The German Foundation for International Legal Cooperation (IRZ) was founded in 1992 under the auspices of the Federal Minister of Justice at the time, Dr. Klaus Kinkel, and is a highly respected player within the field of international legal cooperation.

Since its creation, the IRZ has worked on behalf of the Federal Government in assisting states that wish to reform and modernise their legal systems, in particular their judiciaries.

The IRZ is primarily funded by the Federal Ministry of Justice and Consumer Protection. In a world of constant change, the IRZ's sphere of activity is permanently growing and evolving. Whereas its consultancy services were initially geared towards the countries of Central, Eastern and South Eastern Europe, its focus has been subsequently expanded to include the states of the Southern Caucasus, Central Asia, Turkey and Vietnam. Today, the IRZ's work also extends to a number of countries in Northern Africa and the Middle East.

The IRZ assists in the drafting of legislation and the introduction of judicial reforms. Through the education and training of lawyers, it also provides support with the implementation of reform statutes. The seminars, symposia, internships, and study visits (conducted both in Germany and in the partner countries) mainly concentrate on German and European law, with emphasis being placed on the international sharing of practical experience. The IRZ is committed to supporting democratic constitutional structures, establishing the legal foundations for market economies, and developing well-functioning and independent judicial systems.
